There are currently two local community Internet sites for the San Bernardino Mountain of Southern California
that have featured lively discussions about the Cedarpines Park Mutual Water Company ( CPPMWC ) --
InlandToday ( IT ), formerly known as RimOfTheWorld ( ROTW ) and Talk of the Mountain ( TOTM ), formerly known as GemsWorld.
BACKGROUND INFORMATION
"ROTW first became recognized for providing news and information during the fires of 2003 and 2007 in the San Bernardino mountains.
For mountain folks, what made ROTW great for them is that it was for locals by locals." - Dave Henderson of RimOfTheWorld.net.
Sometime after 2003 a competing mountain website --
GemsWorld ( geminisworld.net ) ---
was created to accomodate disenfranchised ROTW members wanting a less moderated forum to express their comments.
On or about 2012, the GemsWorld website forum was rebranded as
Talk of the Mountain. The GemsWorld discussions were never transferred to the TOTM website.
Also about 2012, the ROTW website forum was redesigned to a new software format. The "old ROTW" discussions were never transferred to the "new ROTW" website.
In 2015 ROTW ( RimOfTheWorld.net ) was
rebranded
as InlandToday.
Initially in the forum threads referenced below you will observe some civil discussions between a "few" Shareholders and "some" of the CPPMWC Board of Directors.
But sadly the civility became the exception and what emerged were a "handful" of forum members ( non-Shareholders and Shareholders ) that degraded the conversations and eventually alienated well-meaning Shareholders wanting to participate in discussions.
The terrible turn in the discourse of conversations could only be described with these noted attributes:
Actual malice,

Bullying,
Collective narcissism,

At this time it appears the CPPMWC and associated member threads have seen no activity.
Below are the various Community Discussions about your Water Company that have occurred on the current and former website forums as previously referenced.

The GemsWorld Forum thread featured in these DISCUSSIONS focused on the May 11, 2011
Shareholder Complaint
regarding a Cedarpines Park Mutual Water Company Board Member's insufficient shares and appointment to the Board of Directors.
In 2011, shareholders discovered that a sitting Board Member, then in office for almost 4 years since 2007, did not have the required shares to be a member in "good
standing" and as such should not have been eligible to serve on the Board.
The referenced Board Member in the complaint had actively posted on ROTW since its inception in 2003 and also in GemsWorld and TOTM under the username of RONcpp.
After his appointment to the Board in 2007 he was regularly regarded as the online spokesperson for the Cedarpines Park Mutual Water Company.
In the News - CPP WATER CO ( part 1 of 2 ) from July 31, 2011 to October 17, 2011
In the News - CPP WATER CO ( part 2 of 2 ) from October 16, 2011 to February 11, 2012
UPDATE 2015:
The Board Member with insufficient shares passed away in August of 2014, leaving an empty seat to be filled by the Board.
In 2015, almost 4 years after the Shareholder Complaint was presented to the Board of Directors, the newly appointed Board Members ( not elected by the Shareholders ) eventually charged the former Board Member's account for 2 of the 4 shares as addressed in the 2011 complaint.
In the Superior Court of California, County of San Bernardino Court Case CIVDS1111965 - MORRISON -V- CEDARPINES PARK MUTUAL WATER CO
the CPPMWC vigorously defended this Board Member as "eligible to serve on the Board of Directors".
In essence the Shareholders "paid" for his defense in the form of a legal assessment that was assigned to "all accounts" of the water company.
The remaining 2 shares that this former Board Member allegedly owes to the water company is still a topic of discussion at the Board of Director meetings. Time and money by the water company researching his "special situation" has been expended on his behalf.
Typically an "every day" Shareholder ( non Board Member ) would not be afforded this luxurious treatment if a claim of insufficient shares were at issue.
They would have to "prove" their exemption to the water company in the form of hiring an engineering firm and or solicit a lawsuit.
Also in these cases where a Shareholder does not have sufficient shares the Water Company office will issue a "Shut Off" notice as the "incentive" for the Shareholder to pay up.
There is no evidence that this Board Member was ever threatened with a "Shut Off" notice and in fact continued to be paid to attend meetings and decide/vote on other Shareholders similar situations.
This Board Member with the insufficient shares had served on the Board of Directors from 2007 to his passing in 2014.
At least 7 years as a member of the Board and Shareholder with an account that was "not in good standing".
Even worse, that this Board Member mocked the Shareholders for their findings of the insufficient shares.

Yes Gemini. I've owned my home since 1976. I have all the shares required because 4 lots I purchased 20 years ago have no shaes available due to proximity to a well.
The theory that I got a special deal because I'm on the board is patently absurd. I've been on the board for 4 years. This is a little like Obama's birth announcement in two general circulation papers in Hawaii were part of a plot to fake his true citizenship status for his Presidential aspirations 4 decades later.
But if you believe everything the local crack pots accuse people of you pretty much have to give up living with reality.
Shareholders were assessed legal fees to defend his claim of having sufficient shares.
And to those that fault the Plaintiffs in the Court Case of CIVDS1111965 - MORRISON -V- CEDARPINES PARK MUTUAL WATER CO for your legal assessment fee, then think again.
Your legal assessment was to pay for the defense of the Board of Directors!
Why didn't the Board of Directors fix and address this in 2011 and or during the court case?
Only those Board Members that did nothing to remove that Board Member can address that question.

"Cedarpines Park property owners are steaming mad over what they call excessively high water bills, mismanagement and outright fraud perpetrated by the Cedarpines Park Mutual Water Company.
...
That anger, festering for nearly two decades, finally reached the boiling point in October 2011, when longtime property owners James Morrison and Cheryl Turpin filed a civil lawsuit against their local water purveyor. The suit alleges that the private utility's board of directors, by maintaining a nearly impossible to achieve 50 percent plus one quorum requirement to elect new board members at the company's annual shareholders' meeting, has denied other shareholders an opportunity to be elected to its board."
